Google Adsense requires all Adsense publishers to fill in the mandatory Tax Information. Adsense payments are held until the tax information are submitted. The steps are very much simpler for non U.S. residents:

1. Sign in to your Google Adsense Account
2. Access My Account tab
3. Under the Tax Information page, select the Submit your information now button
4. Under the Submit tax Information page, answer the following questions accordingly: *** Are you a U.S. citizen, U.S. resident alien, U.S. corporation, or a U.S. partnership? *** Do you own equipment in the U.S. related to your participation in AdSense? *** Do you have employees in the U.S. related to your participation in AdSense?Select the Continue button to proceed to the next page
5. On the Certification of No. U.S. Activities page, key in your name and Select the Submit information button
6. A Thank you page appears to confirm on the successful changes
